Rev. David Welch is given as a credible authority to support getting chaplains into the local DFW area Independent School Districts (ISDs) in the following article in the Dallas Express.

This is a report on the National School Chaplain Association which is trying to represent itself as just a concerned group to help out at the schools, but is really an Evangelical proselytizing group in disguise.
A great many Evangelical groups have the ECFA logo and certification. A requirement of this certification is be Evangelical and hold certain views. This report explains what those requirements are. They are homophobic.

Though there is reference to a Houston Area Pastor Council and a Texas Pastor Council, it seems they don’t have webpages or much else and are subsumed into the U.S. Pastor Council.
Texas Pastor Council does have a Twitter, but the website it has in its listing is the U.S. Pastor Council and so is its name.

Concluding remarks
This is who the Dallas Express is working with this person and other powerful anti-Gay forces.
They are working to invade the public schools.
I am going to write up a resistance guide for LGBT youth.
It is because of menaces like Dave Welch that I wrote, “Disable, Defeat, Demolish Homophobic Christianity.” We need to get serious. Just think of happy thoughts and babbling sentimentalities is not going to defend the LGBT.
